Walking - Does it Count as Exercise?

I understand not everyone wants to exercise, there are even days I don't want to exercise. Which is why I think simplifying and being objective can help alleviate a lot of the related anxiety.
Walking is not exercise because it does not burn enough calories. That isn't to say that you can't walk at a vigorous pace for periods of time to burn calories. But an hour of walking is not equivelent to an hour of weightlifting calorically speaking.
So the reason I say walking isn't exercise, is because I don't want you to waste the only hour you have to work out not working out.
